Abstract

Tanzania is facing a major threat to the survival of its people and the development chances of the nation from a concentrated and generalised HIV /AIDS epidemic. More than two Million people are estimated to be living with HIV /AIDS in 2002. The President of Tanzania has declared the epidemic a “National Disaster”. The National Multi-Sectoral Strategic Framework (NMSF) on HIV / AIDS will translate the National Policy of HIV/AIDS by providing strategic guidance to the planning of programmes, projects and interventions by various stakeholders in the fight against HIV/AIDS. It spells out the basic approaches and principles which guide the National Response and identifies goals, objectives and strategies for the period 2003 – 2007. The NMSF will guide all future programmes and interventions by the different stakeholders. It also contains a Monitoring and Evaluation System to measure progress towards the goals as well as the institutional / coordination and financial frameworks of the National Response.
